Tribute to ex-council leader after fatal crash

A family has paid tribute for a former council leader who died after being hit by a car following a fall from his bike.

Jim Phillips, 85, died in hospital following the fatal collision on Langstone Bridge at Hayling Island, Hampshire police said.

He died on 9 April, a short time after coming off his bike and then being hit by a red Ford Fiesta, officers previously said.

Paying tribute, his family said Phillips "still very strong at 85" and was the first-ever leader of Havant Borough Council.

The statement added: "An electrical engineer, a Highbury College lecturer and finally, a teacher of children with special needs. Jim was also a bowler in Langston [sic] C. C. and later a qualified umpire.

"He will be terribly missed by his partner Valerie - and not just because he did all the cooking! - but in every way that matters....And his loved daughter, Alison and Bella his spoiled cat."

Police have appealed for witnesses or dashcam footage of the collision, which happened at about 12:30 BST.
