  German fertility 7 Feb 2006
What happens when the state intervenes

As the German family minister, herself a mother of 7, sets out proposals to encourage women to have more children, we look at what happens when the state intervenes in fertility. Europe-wide, the birth rate is low. Can anything work? What are the political implications when we urge women to increase their family? And just why aren't we having enough children?

Ritula Shah is joined byCatherine Hakim, London School of Economics and Ceridwen Roberts, Oxford University.
